In July, August, bank holidays and sunny weekends, a realistic family planning window is closer to 2.5 to 3 hours door to door once traffic and parking are included.
The reason to make the journey is simple: you are swapping Torbay's more sheltered English Riviera beaches for a wide, west-facing North Devon surf beach. Woolacombe feels more Atlantic, more open and more tide-shaped than Torquay, Paignton or Brixham.

Driving route
The cleanest route is via Exeter, the M5 and the A361
For most Torbay starts, the clearest driving route is:
Torbay → A380/South Devon Highway → A38 or A30 around Exeter → M5 at junction 31 → M5 north to junction 27 → A361 North Devon Link Road → Barnstaple area → Braunton/Mullacott → B3343 into Woolacombe.
Route checks from Torquay, Paignton and Brixham favoured the longer Exeter/M5/A361 shape over shorter cross-country alternatives because it keeps more of the trip on faster roads. Your sat nav may vary the exact Exeter approach, but the planning point is the same: get around Exeter cleanly, use the M5 briefly, then cross North Devon on the A361.

Those are routing estimates, not live traffic promises. The A380 through Newton Abbot, Exeter/M5 junctions, the A361 North Devon Link Road and the Barnstaple/Braunton approach can all stretch the day. Add 30 to 45 minutes in summer before making fixed lunch, lesson or parking plans.
Arrival
Decide your Woolacombe parking plan before you leave Torbay
On a busy beach day, parking is part of the journey. Woolacombe has village and Esplanade parking near the beach, while Marine Drive sits behind the dunes and can work well if you are happy to walk down to the sand.

Car-free
Public transport is possible, but it is not a simple day trip
There is no direct rail service to Woolacombe. The usual public transport route from Torbay is train from Torquay or Paignton toward Exeter St Davids, change for the Barnstaple line, then use the onward bus from Barnstaple to Woolacombe. Do not build a beach day around remembered bus times. Check National Rail for the rail leg, then Traveline South West or Stagecoach for the 303 before committing.

Torbay is brilliant for sheltered seaside towns, promenades, coves and easier town-centre beach days. Woolacombe is different: a long, open, Atlantic-facing beach with a big tidal range, dunes behind the sand and a North Devon surf feel.
