Saunton Sands and Putsborough are useful beach-day options with toilets confirmed by their operators, but the sources checked for this page do not confirm public baby-change provision, so bring a self-contained changing plan.
For Woolacombe visitors, the most practical first choice is usually Woolacombe village and main beach: North Devon Council currently lists the Red Barn toilets as 24-hour, with one disabled cubicle, RADAR key access and baby-change provision in both a disabled cubicle and another cubicle. Combesgate has toilets in season, but North Devon Council lists no disabled cubicle and no baby-change facility there.
Facilities are still only one part of the decision. Check today's tide, the weather, beach signs and the responsible operator before you commit, especially outside the main season or if accessible toilets are essential.

Best for: a full family beach day where toilets, baby change, parking and food are all part of the plan.
North Devon Council currently lists the Red Barn public toilets as 24-hour, with one disabled cubicle, RADAR key access and two baby-change facilities. It also lists Combesgate toilets as open daily from March to November, but with no disabled cubicle and no baby-change facility.
Parking and beach position matter. For the main beach and village, start with Woolacombe parking and the beach accessibility guide. For toddler-specific day shape, use Woolacombe with toddlers.
Croyde
Best for: families who want a compact village fallback as well as a beach stop.
North Devon Council currently lists Croyde Village Centre toilets as 24-hour, with one disabled cubicle, RADAR key access and baby change in the disabled facility. It also lists Moor Lane, Croyde as 24-hour, with one disabled cubicle, RADAR key access and two baby-change facilities.

Saunton Sands
Best for: wide sand, pushchair space and a car-park-based day when you do not need confirmed public baby change.
Saunton Beach's accessibility guide confirms public toilets and showers near the beach access, with two disabled toilets available through the RADAR national key scheme. The same guide notes a 25m sand-covered concrete ramp and a very large tidal range that can leave a long walk to the sea at low tide.

Putsborough
Best for: the quieter Woolacombe Bay end when you are happy to rely on the beach operator and bring backup changing kit.
Putsborough's operator confirms a beach shop, cafe, extensive day-visitor parking and toilets. The source checked for this page does not confirm baby-change or accessible-toilet details, so do not assume either without contacting the operator or checking on arrival.
Because Putsborough is at the southern end of the same long bay as Woolacombe, tide and walking distance can change the feel of the day. Start with Putsborough Sands and Putsborough with toddlers.
Westward Ho!
Best for: families who want a seafront with multiple public-toilet options and a promenade-style fallback.
Torridge District Council currently lists baby-changing facilities at Seafield, Maritime Centre and Village Green toilets. Maritime Centre and Village Green are also listed with full facilities for disabled users and RADAR key access.
Westward Ho! has a pebble ridge and a very different beach shape from Woolacombe. Torridge also notes several nearby car parks, toilets, showers and summer lifeguard cover. Check the exact facility you plan to use before travelling.
Instow
Best for: a sand-and-shore outing with confirmed public baby change, not a swimming beach day.
North Devon Council lists Lane End, Instow as 24-hour, with one disabled cubicle, RADAR key access and baby-change provision in both disabled and standard cubicle locations. That makes the facility note strong, but the beach decision still needs care.
Instow Parish Council describes Instow Sands as an amenity beach and states that it is not a bathing beach, with the public advised not to swim. Use Instow with kids for the family day shape, and keep water play out of the plan.
Hele Bay
Best for: a smaller Ilfracombe-side cove when confirmed facilities are more important than a big sandy resort.
North Devon Council currently lists Hele Bay toilets as 24-hour, with one disabled cubicle, RADAR key access and one baby-change facility. Visit Ilfracombe also lists Hele Beach as having parking, public toilets and a cafe, but check the current car park and beach conditions before relying on it.

Combesgate
Best for: a seasonal Woolacombe-side beach stop when you do not need baby change or accessible toilets.
North Devon Council currently lists Combesgate Beach toilets as open daily from March to November, with standard gents and ladies provision, but no disabled cubicle, no RADAR key scheme and no baby-change facility.

The checks that stop a facilities problem becoming the day
For family beach planning, "has toilets" is only useful if the toilets are open, close enough and suitable for the person who needs them. Run these checks before you load the car:
- Check the exact facility, not just the beach name. Woolacombe, Croyde and Westward Ho! each have more than one relevant toilet block, and facilities differ by location.
- Check season and opening times. Combesgate is listed as March to November. Several other public toilets are listed as 24-hour, but maintenance, temporary closures and local notices can override a web page.
- Check baby change separately. A toilet block can be confirmed without baby-change provision. This page only states baby change where a council page explicitly confirms it.
- Check accessible provision separately. A RADAR-key accessible toilet is not the same as level beach access, suitable parking or a Changing Places facility. If access is central to the visit, start with Woolacombe beach accessibility and North Devon accessible beaches.
- Check tide and distance. At Saunton and Woolacombe, low tide can make the sea much farther from the facilities. For Woolacombe, use today's tide before setting off.
- Check safety on arrival. Read beach signs, look for lifeguard flags where patrols are operating, and change the plan if the beach does not match what you expected.
